Personal Vehicle-Sharing Bill Introduced in Washington State

Introduced to the Washington state Legislature on Jan. 12, House Bill 2384, a bill on personal vehicle sharing, is scheduled to be heard in the House Committee on Business and Financial Services on Jan. 26.

Like California's Assemby Bill 1871 from 2010 and Oregon’s HB 3149, which OK’d the peer-to-peer vehicle-sharing transaction, the Washington bill sets out to ensure that the shared vehicles are properly covered with insurance and that the car-sharing companies’ liabilities are clear. As well, the bill states that a vehicle owner’s insurance company cannot drop the vehicle from coverage — provided all the rules of the legislation are followed — but that the car is covered under the car-sharing program’s insurance when used under the program.
