The American Automotive Policy Council, a representative of the Detroit Three, said it supports H.R. 4175, “The End Discriminatory State Taxes for Automobile Renters Act,” which would prohibit state and local governments from enacting future discriminatory taxes on rental vehicles.

The $6 to $8 fee increase would go toward funding a consolidated rental car center at O-Hare International Airport. The fee, which could be imposed in the next two months, would be in addition to a $2.75 flat fee and an 8 percent tax already accessed on O'Hare vehicle rentals.

Officials at Hartsfield-Jackson International Airport in Atlanta have proposed a 50-cent customer facility fee increase to help offset the drop in car rentals. The fee increase is expected to generate $24.5 million annually, and will be used to pay down debt on bonds for the airport’s new car rental facility.

The low-fare carrier said it won’t require any public assistance, which allows the state’s lawmakers to drop the proposed 5 percent car rental fee. Southwest will receive the Charleston County Aviation Authority’s startup package, which includes a temporary waiver of landing fees, up to $10,000 in marketing assistance and up to $150,000 in startup costs.

A 5-percent car rental fee would go toward raising $1.5 million yearly for incentives to attract a discount airline carrier. The fee would work like a tax on the car rental firms, which would be required to pay an amount equal to 5 percent of gross rental charges each month. The fee would apply to any passenger vehicle rented or leased for 90 days or less in Charleston County.
