Arizona Senate Bill 1286 would’ve changed the state’s liability insurance coverage laws for motor vehicle rentals to say that a company’s insurance is ‘excess coverage to any other available insurance coverage for any damages and injury caused by a renter.’

In the U.S., collision damage waivers and liability insurance are upgrades not included in online quote prices if you didn’t know to add them. In a recent survey, 75 percent of UK respondents didn’t know that the insurance and liability coverage were extra add-ons, since these are required and part of the rental pricing in the UK.
