Arizona Senate Bill 1286 would’ve changed the state’s liability insurance coverage laws for motor vehicle rentals to say that a company’s insurance is ‘excess coverage to any other available insurance coverage for any damages and injury caused by a renter.’

Arizona is one of a super minority of states in which auto rental companies are required by statute to pay for the negligent acts of their renters. Look for new legislation in the coming weeks that proposes to change that.
