ST. PETERSBURG, Fla. -- Payless Car Rental System said the company is purchasing car rental operations in Orlando and Tampa and will operate them as corporate stores. The two locations were previously owned by James Shapiro, a licensee of Payless and president of the Association for Car and Truck Rental Independents and Franchisees.
