Auto manufacturers recalled a total of 21.9 million vehicles in the U.S., a nine-year high in 2013, according to the National Highway Traffic Safety Administration (NHTSA). And already in 2014, there have been massive recalls from Toyota and General Motors.

The issue of recalled vehicles on the road was highlighted in a recent New York Times article on the front page of the New York edition. Currently, there is no U.S. law that requires the repair of used vehicles — that have been issued a safety recall — before they are rented or sold to the public, according to the report.

Introduced in 2011, the Safe Rental Car Act (S. 921) would mandate the immediate grounding and repair of any rental car under a recall. Supported by the American Car Rental Association (ACRA), this bill is still making its way through the legislative process.
