You started out by saying PurCo's in loss PREVENTION. Inaccurate! They do accident damages recovery, by acting as a (very tenacious & persistent) collection agency, going after (1) diminished value of the rental vehicle due to its having an accident on its record....Plus (2) loss of use while laid up for repairs & (3) administrative fees. If a car is totalled, the renters will be forced to pay out of pocket the entire value of that rented vehicle. Although a renter's auto insurance pays for repairs, none but Progressive covers those 3 perils & only if rental's with Enterprise.
Get the loss damage waiver (LDW) coverage offered by the rental agent when you rent, even tho it can almost DOUBLE the cost of your rental. If u don't you may be very very sorry as I was & still am.
