According to the Driver and Vehicle Licensing Agency (DVLA) in the UK, travelers will be unable to pick up a rental car using a paper driving license as of June 8.

Instead, travelers must choose from alternatives, such as obtaining a code from the DVLA website to give to the car rental company at the time of pick up. The code is valid for 72 hours. Travelers looking to rent a vehicle more than three days into their trip will need to go online or call a special number to generate a new code while abroad.

Other approaches include printing out license information from the DVLA's website or asking customers to present their photo-card driving licenses.

In the UK, car rental companies are legally required to check drivers’ licenses. Car rental companies will have the option to contact the DVLA to verify the driver’s information over the phone.
