SACRAMENTO, Calif. -- California state finance officials issued a legal opinion last week that concluded state officials have the authority to triple car registration fees without a vote by legislators.

Debate over the proposed hike had stalled legislators' efforts to pass a state budget.

The legal opinion was signed by attorneys for the state controller's office and the Department of Finance. Opponents of the hike, however, have vowed to challenge any administrative order imposing the hike.
