Construction on the new transit center at the Burbank-Glendale-Pasadena Airport was expected to start this summer with completion by December 2013. Bids for the project were more than $47 million over original cost estimates, according to a Pasadena Star-News article.

Penalties called "liquidated damages" were included in the contracts which would be imposed on the contractors if they fell behind in their work. Therefore, contractors raised their bids to make sure they wouldn't have to pay the liquidated damages.

The design team is forming a more simple plan to stay within the $112 million estimate that was originally established, according to Pasadena Star-News.
