In July 2007, Charlotte, N.C. implemented a $3.50 rental car fee to help build a new consolidated rental car facility (conrac) at the Charlotte Douglas International Airport — a fee that was raised to $4 in September, according to airport spokesperson Erika Helm.

The conrac will feature a seven-level parking deck with a total of 7,000 parking spaces, 3,800 of which will be designated for rental cars. Adjacent to the deck will be a building that will house eight rental car companies, which signed 10-year contracts with the airport this year, Helm said. “However, that does not mean that other rental car companies cannot operate in the new deck,” she wrote in an email. “It depends on a variety of factors, such as the economy.”

The eight counters will be filled by the National, Alamo, Avis, Budget, Dollar, Hertz, Thrifty and Enterprise.

Construction is slated to begin early next year after the city council votes on the building contract award Nov. 14.
