Metro's board of directors is hoping that adding on a tax will discourage "single passenger" rides, and promote carpooling and public transit.
The supreme court decided that the tax was not enacted with discriminatory intent, and thus constitutional.
The tax would extend a surcharge already imposed on the New York City Metro area.
The tax would affect all cars rented at Burlington International Airport and other area car rental offices.
The court will review the Court of Appeals’ March ruling that the use of transportation money wasn’t expected to cover taxes or fees related to vehicles.
In his amendatory veto, Gov. Bruce Rauner recommends a new provision which includes regulations specific to carsharing, such as details on licensure, insurance, disclosure, and liabilities.

Senate Bill 2641, which was passed in April, would require p2p car rental groups such as Turo and Getaround to abide by taxes and regulatory burdens included in the Automobile Renting Occupation and Use Tax Act.
