MINNEAPOLIS -- St. Paul Mayor Randy Kelly is expected to propose a car rental tax to help fund construction of a new stadium across from the Xcel Energy Center, according to reports by the Minneapolis Star-Tribune.
According to the newspaper, Kelly also indicated he favors bar and restaurant taxes to help finance the stadium.
