The End Discriminatory State Taxes for Automobile Renters Act would impose a moratorium on discriminatory new car rental excise taxes on state and local rentals.
Supporters of AB 5 have said that the legislation is necessary, as some companies have exploited workers for decades under unfair labor contracts.
The policy comes amid driver-led protests outside Uber's San Francisco's headquarters.
The proposed legislation was approved by voters earlier this year.
House Bill 102, dubbed the "Vehicle Rental Modernization Act," would generate additional revenue for the state's general fund.
The woman, Samantha Josephson, was allegedly murdered by a man who posed as her Uber driver.
The state is expected to generate about $2.8 million a year from the tax.
The fee will fund renovations to Upstate New York transit. However, the legislation does not address last year's FAA reauthorization, which includes an amendment that ensures taxes imposed at airports be levied only for airport purposes.
However, last week, the Salt Lake City Council passed a law that will levy fines against people who conduct rental transactions at the airport via P2P companies, as those companies are currently not paying fees to operate at the airport.
