The county set a $762.7 million budget for 2009.
The council reduced the per-drink tax on alcoholic beverages from 10 to 7 percent.
Kevin Joyce, leader of Friends Against Counterproductive Taxation, said the county will have $17 million left over from drink and car rental tax revenues after money is released as a match for state funding of Port Authority, which would allow for at least a further reduction.
