In response to New York legislation that would impose state-specific security mandates on truck rental companies in New York, TRALA is touting its industry-developed security program which it believes renders SB 2532 unnecessary because the proactive approach to truck rental security in use by TRALA members already accomplishes the goals of the legislation.

SB 2532 would require truck rental companies in New York to register with the state and maintain customer records for two years, require a driver's license and one other form of identification, make meaningful assurances to verify the identity of the renter, and check customers driver's licenses against government-held terrorist watch lists.

TRALA contacted SB 2532 sponsor Senator Michael Gianaris to reiterate its stance that the legislation is not necessary and that it has developed and distributed thousands of copies of the security planning tool, the Truck Renting and Leasing Security Awareness and Self-Assessment Guide. The publication helps companies assess their current security plans in the areas of  management, employee information, training, vehicle and facility security, and communication. The guide has also been developed in consultation with the Department of Homeland Security (DHS) and its Transportation Security Administration (TSA).

TRALA also stated that over 180,000 copies of the federal security publication drafted jointly by TRALA and TSA, Safeguarding America's Transportation System, Security Guide for Truck Rental Company Employees, have been distributed to its membership. The guide was developed to help educate truck rental company employees on how to identify potential threats and report suspicious behavior.

In light of their approach to truck rental security, TRALA has asked Senator Gianaris to reconsider the need for SB 2532.
