Judge Rules Rochester Airport Contracts to Remain in Place, Alamo Loses Space

Snorac LLC, a regional subsidiary owned by Enterprise Holdings, had filed suit against Monroe County Authority last week for its bid and contract process at the Greater Rochester International Airport.

After filing suit last week in a case involving six airport rental contracts at the Greater Rochester International Airport, Snorac LLC, which previously operated three brands at the airport, lost counter space for one of its operations: Alamo Rent A Car.

Snorac, a regional subsidiary owned by Enterprise Holdings, said that the way in which the bids had been reviewed by Monroe County Airport Authority was compromised when its employees viewed the bids privately before the deadline. The proposals were also never read aloud to the public, as the airport authority had promised in writing.

State Supreme Court Justice David Barry, after hearing arguments on Oct. 12, announced that the change in the proposal process “was a minor, immaterial procedural variation” that didn’t violate state law or compromise the validity of the contracts. His decision was given on Oct. 20.

“We are disappointed and disagree with the Court’s decision,” said the official statement from Enterprise Holdings. “However, as previously noted, we had several concerns with how the bids had been reviewed and selected, and attempted, without success, to get our concerns addressed through normal channels. Although we were forced to take legal action as a last resort, our goal was to get this issue resolved quickly.

"Now that the court has rendered its decision, we look forward to competing in the marketplace and, as part of our ongoing good-faith effort, work with the airport authority to ensure that the process is as transparent and accountable as possible for all applicants going forward.”

The six contracts, in which seven companies competed for, became effective Oct. 1, and will include Snorac’s two other operations: National Car Rental and Enterprise Rent-A-Car. Thrifty Car Rental will be moving into the airport for its first time.
